Proposal Submittal
Interested consultants must submit a digital copy of the proposal to the Project Manager as follows:
Submit proposals through the UNDP e-tendering system (https://etendering.partneragencies.org) by 4:00 PM (Dili time) on May 15, 2025. Technical and financial proposals must be submitted separately.
Proposal Requirement
Proposals shall be limited to 70 one-sided pages (8.5 inches x 11 inches). All proposals should be focused on the defined content. Proposals shall be provided in PDF format.

Proposals to the RFP should include the following sections:
Company profile and registration documents, Technical proposal (max 30 pages) including methodology and work plan, Financial proposal in USD, CVs of key personnel, List of similar projects completed in the last 5 years, Quality assurance and risk management plans, Environmental and social safeguards approach
